I Don't understand the second ma...

Question related to mission Disposable Teleports

I Don't understand the second map. The rules are simple - one cannot use the same teleport twice, however in the solution "1365417821" the first teleport station is being used TWOTIMES_. So, is it really "do not use the same teleport more than once" or "do not teleport between same teleports more than twice" ?
