How to write programs here?

My quiestion is about task "ATM" ( /mission/task/info/atm/ ) Help me, please. I don't understand how to write programs here, how to sent them. And I don't understand the task "ATM" enough. Where can I find the rules? What do I do wrong? Help me, please.
