Question about rules

Hello, why does the 2nd example not add the two additional sessions between 10 and 13 resulting in an new, smaller minimum difficulty of 1?

I would think the new program would be: [10, 11, 12, 13, 15, 16, 17], 2) == 1

Is the rule that only one new session can be added between two existing sessions?
