What is a highlighted comment?

Two days ago I got a notification of a new badge. I thought I would get a notification about this mysterious comment but no so now I'm curious.

So what is this?! I suppose moderators can now highlight comments (because I am not a moderator and I don't see any changes) but what does "highlight" means here?!
