Question related to mission The Shortest Knight's Path

 

What are the exact conditions for ending a game? I presumed that the game ends if there are block(s) at the 8th row, after clearing complete lines. However, it seems that referee.py already ends the game if there are block(s) at the 8th row, BEFORE clearing complete lines.
