Question related to mission The Most Frequent

Does statement "It can be only one." mean that in the list only one string is most frequent? Case ['a', 'a', 'b', 'b', 'c', 'c'] - is impossible? Or it mean than function should return only one string, even if there are a few strings with same frequence?
