Question related to mission Unfair Districts

When I run this test against my code, it shows that 'A' can never win. At most 'A' can win two districts, with no draws. So I return '[]' and get the message "wrong data length".

I think you said that in all the tests, there is a way for 'A' to win? Is that true?
