I made a solution that passed all of the tests, but only afterward I realized that I forget to look for the 'nearest distance'. I maximized the number of kills and took the first distance with the max number of kills. Hence, at least one additional test is needed that would have multiple numbers of possible max kills but varying distances and minimum distance would not be the first solution.
