key parameter of max (as well as min or sorted) function is to provide sorting function (here lambda). So, sorting function should determine (in this case) which value of dict is the greatest. So max function iterate thru data dict, by default if you iterate thru dict you get key of this dictionary, then this key is pass to lambda to get determine greatest value of dict data[key] ;) but lambda return key of greatest value in dict (this is the key:)
